Civil nuclear programs require the development of strong national institutions, while nuclear facilities are subject to robust regulation that is often backed by international conventions. Notable conventions include the Convention on Nuclear Safety, the Convention on Physical Protection of Nuclear Material as well as the Paris and Vienna conventions (which cover third-party liability). One of the objectives of the IAEA Statute is “to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world.”
